The used modems, sound cards, video cards, and other components come out of scrapped PCs. They are usually not tested, have no drivers, are sold "as is", and are priced accordingly. Buying a component without drivers can be a bad deal if you can't download drivers from the manufacturer's website, but most manufacturers have drivers available. Buying a used component is like buying a lottery ticket, only your odds are better.
